No licence without a transport manager.

Any company operating licensed commercial road haulage or passenger transport must have a transport manager under Regulation (EC) No. 1071/2009 – internal or external. Without this appointment you will not be granted a Community licence for cross-border transport, and the competent authority (BALM) can refuse or withdraw your licence. What exactly does a transport manager do?
The transport manager is the qualified person who actually and permanently manages a company's goods or passenger transport operations: compliance with traffic law, monitoring driving and rest times, organising vehicle maintenance, controlling operating costs and training drivers.
Who needs an external transport manager?
Any company operating licensed commercial road haulage or passenger transport with vehicles over 3.5 tonnes needs an internal or external transport manager under Regulation (EC) No. 1071/2009 – without this appointment, no Community licence is granted.
How many vehicles may an external transport manager look after?
An external transport manager may look after at most four undertakings with a combined total of 50 vehicles. This ceiling is set by law and ensures genuine, permanent control.
What happens without an appointed transport manager?
Without a documented transport manager, you risk losing your licence under § 3 GüKG, fines and, in a control check, vehicles being taken out of service. The competent authority (BALM) regularly reviews professional competence and reliability.
What qualification does a transport manager need?
Personal reliability and professional competence are required, evidenced by the competence examination before the responsible chamber of industry and commerce (IHK). The appointment is made via a written service contract with clearly defined duties.
